Pilgrims in Mecca prohibited from moving without Nusuk cards

Pilgrims are strongly advised to carry their Nusuk cards at all times while in Mecca, as replacements cannot be issued if they are lost.
All pilgrims from our country are strongly advised to ensure they carry their Nusuk cards at all times when moving around the holy city of Mecca. Pilgrims must take great care of these cards, as it is not possible to issue replacements for lost Nusuk cards.
According to current Saudi Arabian regulations, any pilgrim found without a Nusuk card will face action from Saudi security officers. The absence of this card is considered evidence of lacking authorisation for Hajj, and proving one's status in such circumstances would be a time-consuming process.
It should be noted that this regulation applies to all pilgrims from Islamic countries present during the Hajj season. The measure has been implemented to ensure order and coordination, and to prevent Umrah pilgrims from intermingling with those performing Hajj.
